I am doing an experiment with Apache2.2's worker mpm module.
What I need to know is how to set the queue length of pending connections of Apache2.2. For example, a request arrives. But the server is busy (all threads are busy), and the queue is full, then this request should be discarded.
I did a little bit search online, seems "ListenBacklog" is designed for this purpose. The problem is when I do my experiment with ListenBacklog be set, the new request was not be discarded.
Any idea? What did I do wrong?

Presumably you are running on Linux or Unix, since worker mpm doesn't run (and wouldn't make much sense to run) on Windows.
Apache just passes ListenBacklog along as the second argument to the underlying OS's socket listen function.
Try man listen to see how it is handled by your OS.
