Looking at the follow-up posts to this reported issue (https://www.mail-archive.com/dev@httpd.apache.org/msg78382.html), and in particular the detail analysis posted by Yann Ylavic, it would appear the developers consider this is an OpenSSL 3.4.0 issue, rather than anything that can be solved by refining Apache code per se.
To that end, unless this gets flagged to the OpenSSL developers, it strikes me Apache will stall with future releases of their code.
Because of the complexity of the coding issues involved here, is this something AL admins could help instigate? |

I was thinking the same. We can only help with testing.
Only we can do is report the issue to OpenSSL at https://github.com/openssl/openssl .
Where we can start a new description, because we have now 3 discus places: bugzilla, httpd mailing list, this topic. Is little complicated. |

The OpenSSL developers have been looking into this issue, and have come up with revised code which appears to fix the problem.
In addition to the above issue #26672, further requests were raised which follows their discussions: https://github.com/openssl/openssl/pull/26836 and https://github.com/openssl/openssl/pull/26931
Note the changes discussed did not get approved in time for OpenSSL release 3.4.1, so for now Apache builds should stick with the latest 3.3 series release. |
