We have reports with 2.4.63, see https://www.apachelounge.com/viewtopic.php?t=9346 Win10 and 11 no issues reported
Dev's are investigating it.
Please report when you have it also ?
When you have it also downgrade from 3.4.0 to Openssl 3.3.2 :
Removed, now download page updated

I also have this issue. Per your instructions, I downgraded from 3.4.0 to Openssl 3.3.2 for now while you investigate.
