Can I run the VC11 version of apache 2.4.7 without R2 version of Windows server (x64)?

I've tried installing VC10 and it worked fine but I couldn't get php to work as it couldn't load the module. I can't seem to find a compatible version to run with VC10.

Ideally I want to run the latest version of php and apache with optimal builds for Windows Server 2008 SP2 x64

Yes that is possible, just make sure you install the visual studio runtime.
