Details:
Windows 7 Home Premium
Apache 2.0.64
Skype is NOT installed (don't use it).
No version of IIS is installed (including express).
netstat reports only "PID 4 System" is listening.
No firewall enabled.
Install:
domain/host = tried localhost/192.168.1.2/127.0.0.1
None of the above attempts work, generating socket errors during the installation phase. The service is never actually installed. Regardless of what settings I use during install, the message indicates a binding error to 0.0.0.0:80. The only thing listening is the system itself, and I can't kill that process.
Any ideas what might be the cause for this? It certainly doesn't seem to be any of the usual culprits.

There is a Windows service listing on port 80. Did you activated Windows services or installed MS software ?
Is Windows Remote Management (WS-Management) service running ?
Also you can try to uninstall the firewall

Windows Remote Management (WS-Management) is listed as installed | manual startup | inactive.
I'd rather not uninstall the firewall just yet. There are times when I actually need it.
Ideas? |

Nope, try to stop services you do not need on by one. Looks like you installed some MS software that listens to port 80, pid 4 is a system service.

Ow...how the heck do I know what I can ditch in the effort of eliminating things? There's too many things listed in "Services". I don't know where to begin. |

Run the cmd.exe (console (some call it DOS Box *coff*)) as Administrator than it will work |
