Randomly, Apache will stop responding to requests and my error log will have a number of these entries:

The specified network name is no longer available. : AH00341: winnt_accept: Asynchronous AcceptEx failed.

Here is my setup (all downloaded from Apache Lounge):
Apache 2.4.2 + OpenSSL 1.0.1a (Win32)
mod_fcgid 2.3.7 (Win32)
I did search posts on here for this and there are a lot for 2.4.1 but I haven't found anything to really help me.
I have made the following config changes and I am still getting the error:

When I add these in there, the server behaves more erratically--some requests will go through, others won't so I took these out.

Nope, the ASF is still struggling to get it fixed.
A solution is to put for SSL traffic an other server in front of 2.4, for example 2.2.22
