I disable mod_php,and use mod_fcgid to run php.But...
The apache error.log shows.

Is there any good idea to make mod_fcgid can read .htacess file?

Nope that doesn't work this way with fcgid. See http://www.apachelounge.com/viewtopic.php?t=3430 how to have different settings.
