I downloaded the apache 2.2 binarie with ssl from this site.
http://www.apachelounge.com/download/

But i cant start it, get the following error. (actually with every exe file within the apache directory)

Well i downloaded the zip a hundred times, but every time i get the same error.

Its a fresh windows 2003 standard SP1 32bit server installation. I also tried it on Windows xp 32bit SP2. Same error.

Hope someone can help me.

Did you read the: Read me first!.txt ?

if so, did you install: Visual C++ 2005 Redistributable Package
(or .NET framework 2) ?

The Visual C++ 2005 Redistributable Package is not the Framework. it installs only the neededC++ DLL's

ah ok, but it can't without? Because the official apache doesnt need it either.

And otherwise, is there on the apache download site a official version with ssl implented? I tried everything but cant get it working.

The Apache compiled from Steffen WON'T run without! Because Steffen used a different compiler.
This is not the normal compiled Apache from Apache.org

There is no Apache binary with SSL from Apache.org.

The build from Apachelounge is build with the latest Microsoft C++ compiler and has quite some improvements over the very old one used by Apache.org. It produces more optimzed code and better memory management etc.
