I have not found any implementation about this requirement.
If apache windows version can write ErrorLog to windows eventlog, it can be sent by some utility, such as NTSyslog.
Any idea?

I'm note used to Windows Event log, but you can put the output into a pipe.
Maybe a script which pumps the data into the event log.

ErrorLog |C:/your.vbs
or
ErrorLog |C:/your.cmd
