Only build the with the standard Apache modules.
For non-standard modules (like mod_fcgid) use the VS16 Win32 ones at https://www.apachelounge.com/download/VS16/

Notes VS17 OpenSSL 3.x.x:

- Only PHP 8.2 and 8.1 (build with 3.x.x) is running as module.
Running with mod_fcgid no issues seen.

In the notification of the latest Apache version 2.4.62 dated September 4, 2024, it is noted:
- openssl 3.1.6
whereas the properties of libssl-3-x64.dll or openssl.exe give 3.1.7.
