Has the HTTP 2.0 logging improved regarding speed or efficiency in HTTPD 2.4x? Would HTTP 2.0 have anything to do with logging efficiency, since it is the transport layer and logging is in the back end? What improvements in logging in general have been made in HTTPD 2.4.x?

Do you mean the access log files? Improved compared to what?
