Has anyone here been using mod_proxy_msrpc to reverse proxy RDP-protocol as describerd here https://serverfault.com/questions/353832/using-apache-as-a-reverse-proxy-https-server-in-front-of-remote-desktop-gateway

Would someone be willing to try to build the module for 2.4 VC15 x86?

Doubtful.

It's written for Unix/Linux etc. and the author simply doesn't feel like figuring out Windows.

Why module authors refuse to use more of APR to get the portability benefits is beyond me. Apache uses it and all modules must be linked to it. After all, what does APR stand for? http://apr.apache.org/
