a couple questions.. how do i set my server up so that i have ftp access to it? and how do i change the permisions of a file?

for setting up a webserver. File permission don't need a change under windows.
For a ftp you can use filezilla

Filezilla is great if you want simpler ftp access but if you want something with more options including ssl you should try proftpd it has a very apache like configuration so if you are using apache it will be very simple to use. you can use it in windows with cygwin you can download it with the cygwin package manager.
