This release fixes two small bugs discovered in 1.9RC1 and makes per-rule performance measurement more accurate.
Change log:
* Discovered (and fixed) a fragment of non multithred-safe code.
* Fix a bug with the chain action.
* Improved the per-rule performance figures not to include debug logging (which can be quite slow).
