Why dropping OpenSSL 0.9.8?
I thought for PHP 5.4 (from windows.php.net) you should also use OpenSSL 0.9.8 on your Web Server... |

Starting with 2.4.16 OpenSSL_Applink shim is included in httpd.exe. According the PHP team: integrating the shim can be useful for better OpenSSL version compatibility.
Btw. when you run PHP with mod_fcgid (recommended) and not as module, there should not be any issue with or without the shim. |

PHP 5.4 is almost EOL anyway. There will me 2 more releases and then all support by the PHP devs will stop. No more patches for critical bugs:
