The latest versions of Apache for Windows sometimes refuse to do a "soft" restart with httpd -k restart.
The error reads

The error is gone ~30 sec later, but I guess it's not the way it should be. |

is Apache installed as service?
How do you restart apache? Over the command line? The Monitor tool or Windows service control? |

Yes, it is a service.
It's the same for command line
and ApacheMonitor.exe "restart" button (since they do the same thing).
This behavior is kind of random, restart goes fine most of all time, but sometimes it just stumbles upon its own logs
Windows service restart control does a full stop/start routine, which can take some 20-30 seconds while command line restart is usually nearly seamless. |

So the culprit was the Symantec Endpoint Protection. Last night it gave me BSOD, got deleted, and no problems since then
Anyone knows a good AV for Server 2012? MSE does not install here, they offer the monstrous System Center while I just need a good antivirus to kick virus emails and scan uploaded files. |

not cheap, but "works for me (TM)" is ESET. However I exclude the apache\bin and php folders from the scans. |
