Hello,

I'm planning on setting up mod security but I'd like to know what the pro's and con's of this are.
And I'd also like to have some questions answered.

For example: Is there a huge performance impact?
Will my websites still work properly once this is installed?

I also don't know how to set it up, it appears the handbook is unavailable: https://www.feistyduck.com/books/modsecurity-handbook/gettingStarted.html

Does anyone know a good tutorial on how to set this up on Windows?

A good start point is to install mod security and enable only the core rules. YAou should test that on a non productive server to see if you applications still work.
