I'm going to use my apache server to host files(it works with a php script so we can't use FTP for now...) so I was wondering if I could limit this virtual host's bandwidth per second so the websites on the other virtual hosts still load properly.

Does anyone know a module for apache on windows which can do this?

Have a look at mod_bw for 2.4 here at the download page, it promises that it can be used for vhost(s).
