Steve has made available mod_perl-2.0.7 and libapreq2-2.13 components build against Apache Lounge Win32 2.2.23. Two flavors: ActivePerl 5.16, and Strawberry Perl 5.16.

Steve has build it with VC6, no problem for our VC10 and VC9 builds. I received reports that it works fine and thanks Michiel B for the tip en testing.
