There are reasons you cannot find a Windows binary for this module. I am curious however, just which feature/s of this module are you looking to use?

I want to limit a bandwidth of VirtualHost. Do you know alternate solutions for Apache 2.2-Apache 2.4?

Reasons, module uses a IPC (Unix System V) and Unix semiphore and would require some major work to port to windows. Iam looking into alternatives tho since I would like to have the module myself.

Limiting (throttling) bandwidth by vhost can be done with mod_bw
Putting a cap on daily/weekly/monthly total bandwidth used there is no alternative unfortunately that I know of.
