For a long time already there are hanging fixes at ASF to become 2.3.7. Special the issue reported by James Blond.

*) Introduce FcgidWin32PreventOrphans directive on Windows to use OS
Job Control Objects to terminate all running fcgi's when the worker
process has been abruptly terminated. PR: 51078

*) Periodically clean out the brigades which are pulling in the request

2.3.7 is running great on my development server that is running Apache 2.4.1.
