Would appreciate your help!

What is the defualt concurrent users for Apache 2.2.21. and how to increase and where and how calculate for example :

CPU Core : 2Core
RAM : 12Gb

So how much can i provide max concurrent users on windows server 2008 r2 Ent

There is no default value of users.
It depens on the pages your serv. Static or dynamic. Large pages or small. How much html / javascript you use. If and how much ajax you use.

And of cause the connection from the internet to the server.

At least I can say from my experience that on heavy page with a lot of flash animation and big files to download a 100Mbit switch. The switch gave up with more than 2000 user. Cause 100Bbit are 12,5 MB/s. So there was the switch the bottle neck. The server hardware was dualcore with 2.5 GHz and 4 GB RAM and it didn't reached its limit after I changed the switch to GBit
