Last week Modsecurity 2.5.12 was released, see http://www.modsecurity.org/
Our release is pending because some issues with windows.
There are some build issues on Windows with this new version. New functions are depending on PCRE version > 6.5. The Apache ASF distro contains the version 5, initial it could not to build on windows.
Brian from modsecurity made some changes and it builds now with the old PCRE 5, but then we are missing new functions.
Together with Tom we are now also be able to build it with PCRE 7, but I have a rule which is not working. Brian shall investigate it.
So, you have to wait till we sorted all out and use 2.5.11.

All sorted out now we can have it full functional with Windows and PCRE 7.9. Expect that is tomorrow available, to be sure I do some extra testing.
