I'm curious if anyone has observed this behavior.

After installing a stock Apache 2.2.8 provided by the .msi installer from the ASF, starting Apache and then stopping Apache a child process will hang. To be clear, this in on XP and Apache is started from <apache_home>/bin/httpd.exe and stopped via CTRL-C (so as not to confuse this with the issue here (http://mail-archives.apache.org/mod_mbox/httpd-dev/200801.mbox/%3c47854A18.8040707@apache.org%3e)

Apache appears to have shutdown, but trying to start it again results in a startup failure and it doesn't start. Examining the processes in the task manager shows a child process/thread was never successfully closed.

I'll email the users list at Apache also, to hopefully pique the dev interest but was hoping someone else has seen this too.

Looks like you are dealing with an know error in the .msi from ASF. The download here at the Apache Lunge has corrected a issue with running in a DOS-box, please give it a try.
