Is there a way to configure an Apache Server to use a Virtual Host but to instead of running it on the local computer to point to another apache server at a certain IP Address.

In side your vhost you can use a redirect

Where would I put this? Anywhere specific or just kind of after the parts that declare what hosts the current v-host responds to.

Put that into the vhost block which should redirect.
